For the American government, "better late than never" may be a bad operating principle. However, it is in this spirit that Congress finally passed the necessary assistance to the front-line allies of the United States in Ukraine, Israel and Taiwan Province after several months' delay. The struggle for nearly billion in Ukrainian aid program shows the temporary nature of American support for Kiev-no strategic tactics. Despite the resources provided by President Joe Biden and Congress, Washington has never really tried to piece them together into a coherent plan for Ukraine.

Now that the House of Representatives has acted, we need to make up for lost time. Party procrastination has cost Ukrainians the lost ground they must now recover.

We need to make sure that Washington's funds for Ukraine are turned into the right tools-provided to the right place at the right time. We need to support the weak momentum in Ukraine among key Republican voters so that this aid program will not be the last.

Above all, the president must condense the situation in Ukraine into an understandable ending. In view of the prospect of endless war, many Americans have been skeptical, which is understandable. The Biden administration's kind but clumsy offer to help Ukraine "as long as it takes" does not help. Instead, Biden should outline the specific goals of the United States: the victory of Ukraine-and the subsequent failure of Russia.

The president should not waver on this point. He must repeatedly remind Americans why Ukraine's victory and Russia's defeat are in our strategic interests, and how we will take all necessary measures to achieve these strategic achievements. Our comprehensive political and military experience gives us a unique view of what this game plan should look like.

Just as lawmakers were bargaining for Biden's foreign aid bill, Ukraine suffered setbacks. Russians are approaching Kharkov, the country's second largest city, and some progress has been made in the town of Afdifka near the eastern front line.

The situation in Ukraine is very serious, but if Kiev and its American and European allies take decisive action now, Ukraine may still win-which means defeating Russia on the battlefield.

In fact, this means that Ukraine not only has the ability to defend itself, but also has the ability to actively reject Russian attacks. The United States and its allies must speed up the delivery of F-16s and other fixed-wing aircraft and increase the training of Ukrainian pilots. These planes can help defend the skies in eastern and southern cities such as Kharkov and Odessa, while attacking missile launch sites in Russia and the Black Sea, where Moscow is terrorizing civilians.

Before achieving the ultimate goal of recovering the Korean Peninsula, Kiev must make it impossible for Russia to continue to use the Korean Peninsula as a springboard to harass Ukraine. Although these weapon systems are important, they will be worthless if they are not linked to strategy. The United States, Ukraine and our other allies in Europe must understand the timetable for transporting this batch of materials and its relationship with Ukraine's victory.

Different weapon systems may arrive at the battlefield at different times: some equipment is pre-deployed in Germany and Poland. If approved, drones can be quickly dispatched within a few days or weeks. Patriot missiles may follow in a few weeks. The f-16 fighter is very important, but it may not be put into use until midsummer at the earliest. These tools will enable Ukraine to threaten Crimea in a few months while continuing to attack Russia's energy infrastructure.

But the front line may not change much. On the contrary, 2024 will be a year of industrial competition. The recently approved aid package will enable Ukraine to spend the next few months, while Kiev will replenish and strengthen its arsenal, develop its troops and improve its logistics-this is a necessary preparation for the upcoming battle.

It is also important to understand that this aid program cannot be the last. Ukraine needs more support from its democratic allies to repel the invasion of Russian President Vladimir Putin.

Our strategy is not only military, but also political. The narrative war in the United States makes the dynamic war in Ukraine possible.

The conspiracy theory promoted by the Kremlin has taken root in the modern Republican Party. There must be someone who will never change their tune. However, the situation in Ukraine requires us to knock on every door to refute lies and seek the support of every potential audience. We found that many people would move if they were given correct evidence and information they could understand.

That's why our organization, the Renew Democracy Initiative, invited a British conservative delegation to meet with their Republican counterparts to encourage them to support Ukraine. We may not agree with our Conservative colleagues on all issues, but they are fully capable of supporting the cause of Kiev from the right. We urge supporters of various political factions in Ukraine to coordinate and find allies who can provide unexpected support. It will pay off: 13 of the 22 Republican congressmen met by the British delegation finally voted for the national security supplementary bill.

Fabricating Ukraine's persecution of Christians is one of Russia's most vicious lies about this war. These statements are outrageous, but for many American voters, the prominent position of religion means that this is a key area that we cannot give up. We cooperated with the Free Russia Forum and shared an important memorandum with Members of Parliament. The Free Russia Forum is a Russian organization that supports democracy, and one of its authors is a member. This memorandum shows how Russia persecutes non-Orthodox Christians in reality, while using Orthodox Christianity as a tool for espionage and other blasphemies. More work must be done to explain the religious background of this conflict and Ukraine's efforts to protect believers.

The U.S. Ukraine strategy has not been put into action. On the front line, we must determine which weapons in the American arsenal will help Ukraine win and let Russia fail. In the political field, we need a convincing message to ensure domestic support for Ukraine's consistent legislative assistance.

The adoption of the National Security Supplementary Act provided the United States with a tool to support Kiev. Now we need a plan to put them into use.
